Williams was born in New York City, the son of William December Williams, Sr. and Loretta Anne (1915–2016), a West Indian elevator operator from Montserrat (1910–2008). a Texas-based African American housekeeper.

Raised in Harlem and has a twin sister named Loretta. Williams received his diploma from the Fiorello H. LaGuardia High School of Music & Art in Manhattan, which was later formed by the merger of the High School of Performing Arts and The High School of Music & Art. Furthermore, he attended the same school as Diahann Carroll. Who would go on to play Brady Lloyd’s wife in the prime-time soap drama Dynasty in the 1980s.
